The 31-year-old striker joins on a permanent deal following time at Tranmere Rovers, where he contributed to 25 goals in 62 games on the Wirral.
Before his three seasons at Prenton Park, Hemmings enjoyed spells at Burton Albion, Notts County, Mansfield Town, Oxford United and Barnsley, notching over 70 goals across Leagues One and Two.
This is the second time Steve Evans has signed Kane Hemmings following his 2017/18 loan spell at Mansfield Town, where the forward scored 15 in 37 appearances for the manager.
